Project Background

Govt vide GO (Ms) No 82/2018/LSGD dated 11/06/2018 accorded sanction for development of Integrated Solid Waste Management Projects with WtE Plants in the state. Project Structure was  later revised as per GO (Ms) No 174/2018/LSGD dated 22.11.2018 and sanction was accorded for the same . The objective of the initiative is to find a sustainable solution to the menace of accumulation of solid waste in urban areas of the state. Projects are to be developed in Thiruvananthapuram, Kollam, Ernakulam, Trichur, Palakkad, Malappuram, Kozhikode, Kannur and Munnar. KSIDC is appointed as the nodal agency by Govt for project implementation in collaboration with concerned LSGIs.

The Projects are structured as Public Private Partnership projects on a Design, Build, Finance, Operate and Transfer basis for a cluster of Local Self Government Institutions within a radius of about 45 kms.  The Concession period is 27 years including 2 years of construction.

Components of an Integrated MSW Project

  • Segregation at Source and Primary Collection: Waste is segregated at the source by the generators and is stored separately in color-coded containers, which is regularly collected through door to door collection process by the LSGIs.
  • Secondary Collection and Transportation: The segregated MSW is then deposited in the large secondary bins provided by the concessionaire by the LSGIs. These are then transported to the plant through special vehicles called compactors.
  • Recycling :Includes an Material Recover Facility (MRF), which separates, processes and stores recyclables (paper, cardboard, glass, metals, plastic containers, aluminum cans) which have been collected.
  • Anaerobic / Aerobic Digestion: Natural organic components of MSW (food and plant wastes) is  composted Aerobically /Anaerobically compressed bio gas and a compost product. The generated biogas is bottled or is used for producing electricity
  • Waste to Energy: Non recyclable & non biodegradable MSW is combusted at high temperatures to produce steam that drives a turbine for generating electricity. A sophisticated air pollution control system is used to remove particulate and gaseous pollutants before the processed gas is released. Trash volume is reduced to less than 10% and is regularly tested to ensure that it meets strict Environmental standards. If sufficient volume is not there, the non biodegradable MSW is converted into RDF and then transported to other WtE plants for further processing.
  • Landfill: Landfill is a waste disposal site where the waste is spread and compacted and a cover of soil and/or liner is applied so that effects on the environment are minimized.

Major  Roles of each party

  • Concessionaire: Total investment for the project, its design, construction and operation, Transportation of MSW from secondary bins to the plant and its processing, O& M of the processing facilities and landfills by adhering to the pollution control standards for air, water and land prescribed by KSPCB and
  • Govt/ Authority: Facilitating necessary approvals and clearances for project implementation, constituting a PMU to monitor, supervise and review the project and making timely payment of VGF and Tipping Fee.
  • LSGIs / PLBs: Identifying the location for secondary bins and granting permission for setting them, approve the operational plan submitted by the Concessionaire, ensuring the segregated primary collection of MSW.
