Minimizing Regulatory Compliance Burden
Kerala is committed to reducing the regulatory compliance burden on businesses through digital reforms, policy simplification, and process automation. These efforts aim to create a frictionless environment where entrepreneurs can focus on growth rather than paperwork.
Elimination of Redundant Approvals
Kerala has rationalised over 150 outdated approvals and returns through the Business Reform Action Plan (BRAP), cutting average compliance touchpoints for MSME units significantly.
150+ Approvals EliminatedAnnual Returns Consolidation
Multiple periodic filings under labour, environment, and factory laws have been consolidated into unified online annual returns, reducing filing burden for all registered industries.
Unified Online FilingSelf-Certification Schemes
Eligible industries can opt for self-certification under the Factories Act, Shop & Establishment Act, and Contract Labour Act - reducing dependence on inspector visits.
Risk-Based InspectionsDeemed Approval Framework

Centralized Inspection System (K-CIS)
The Kerala Centralized Inspection System (K-CIS) is a unified digital platform that coordinates, schedules, and monitors all regulatory inspections for industrial units — eliminating surprise visits, overlapping inspections, and inspector discretion.
Scheduled & Notified Inspections
All inspections are pre-scheduled through K-CIS. Industries receive advance notice, enabling them to be prepared and reducing disruption to production.
Joint Inspection Mechanism
Where multiple departments need to inspect a unit, K-CIS coordinates joint visits — reducing the number of inspection days from multiple to one combined visit.
Risk-Based Allocation
Industries are categorised as high, medium, or low risk. Inspection frequency is determined by the risk profile — compliant units face fewer inspections over time.
Digital Inspection Reports
Inspection reports are generated digitally on-site and uploaded immediately to the K-CIS portal, accessible to the industry unit with full transparency.
Dashboard & Analytics
Real-time dashboards give industries and regulators complete visibility into inspection history, pending actions, compliance status, and inspection timelines.
Grievance & Appeal Mechanism
Industries can raise grievances or appeal inspection findings directly through K-CIS, with defined timelines for departmental response and resolution.
